The Housing Authority of the City of Elwood provides stable, quality affordable housing opportunities for low and moderate-income families throughout the local community. Through the provision of Section 8 Housing Choice Vouchers, the Housing Authority of the City of Elwood serves more than 301 low-income families and individuals, while supporting healthy communities.

WHAT IS Section 8 (housing)?

Section 8 of the Housing Act of 1937 often called Section 8, as repeatedly amended, authorizes the payment of rental housing assistance to private landlords on behalf of low-income households in the United States.


Section 8 also authorizes a variety of "project-based" rental assistance programs, under which the owner reserves some or all of the units in a building for low-income tenants in return for a federal government guarantee to make up the difference between the tenant's contribution and the rent amount in the owner's contract with the government. A tenant who leaves a subsidized project will lose access to the project-based subsidy.

Elwood's Rich History

From the small town called Quincy to the city it is today, Elwood has prospered through the years. Quincy became Elwood on June 15, 1869. In the early years, the town advanced from the natural gas wells and later farming and canning factories as well as the Tin Plate and hand-blown glass factories. Throughout the years, Elwood has adapted to change. And today is no different. The residents will continue to adapt as the city makes progress. 


Elwood celebrated its Centennial in 1952 and it Sesquicentennial in 2002. We, the residents, continue to be hopeful for our future. Elwood has a new state-of-the-art Municipal Building and schools, a YMCA, a library and St.Vincent Mercy Hospital.

We are a city where people fly the American flag, sit on their porches and visit with their neighbors, play ball with their children, walk their dogs or ride bicycles on warm summer evenings. Whether you live in the north or south end of town, you can hear the excitement at the ball-parks on summer evenings. 


We enjoy picnics and concerts at Callaway Park and line the streets for a parade. We honor our veterans and those who gave their lives for us on Memorial Day and stand at attention as the flag passes by. We honor our hometown heroes and attend the church of our choice. All in all, we are a city on the move – one to be proud of and call home. 


Elwood is one of Madison County’s quaint small towns, yet via State Roads 37 and 28, is only 20 to 30 minutes away from the bustle of Noblesville, one of the country’s fastest-growing areas, Anderson, Marion, Kokomo, and Muncie. Elwood has invested millions in improvements to roadways and streetscapes and upgrades to the local municipal center, hospital and schools.
